Consultation between State Secretary and Residents and Heads of Departments
186. - (1) Each Resident is responsible for the administration of his Division, but shall refer to the appropriate Head of Department any matter which concerns that department.

(2) A Head of Department shall consult the appropriate Resident on all departmental matters specially affecting his Division and keep Resident informed of departmental matters, other than matters of a routine nature, affecting his Division by forwarding to him copies of all relevant correspondence.

(3) The State Secretary may, from time to time, call a meeting of Residents to discuss matters concerning their functions and activities in their respective Divisions and to monitor the implementation of projects in the Divisions.
