Prohibition of acting as editor, etc., of newspaper, etc
168. - (1) Except as provided in paragraph (2), no officer shall, without the prior written approval of the State Secretary-

(a) act as the editor of any newspaper, magazine or journal;

(b) take part directly or indirectly in its management;

(c) contribute articles to it anonymously or otherwise;

(d) make financial contributions to it in any way; or

(e) publish in any manner or broadcast anything which may reasonably be regarded as of a political or administrative nature or as involving Government policy.

(2) An officer may publish in his own name or give a broadcast talk on matters relating to subjects of a general or purely technical interest not involving Government policy in any of the following publications:

(a) departmental or staff publications;

(b) professional publications; and

(c) publications of non-political voluntary organisations.
