Prohibition of making public statements
167. - (1) An officer shall not, either orally or in writing or in any other manner, make any public statement detrimental to any policy or decision of the Government nor shall he circulate any such statement whether made by him or any other person.

(2) An officer shall not, either orally or in writing or in any other manner, make any public statement relating to the department where he works or had worked-

(a) if such statement or comment may be regarded as indicative of the policy of the Government, except with the prior approval of the State Secretary; or

(b) whether such statement or comment may or may not cause embarrassment to the Government.

(3) An officer, however, may make a public statement relating to general matters or technical matters which do not touch on the policy and decision of the Government.

(4) For the purpose of this General Order, "public statement" includes the making of any statement or comment to the press or to the public or in the course of any public lecture or speech or in any broadcast by sound or vision or both.
