Publication of books, and communication on classified official information
166. - (1) An officer shall not publish or write any book, article or other works which is based on classified official information.

(2) Except as is necessary and proper in the ordinary course of public business, no officer shall, except with the prior written approval of the State Secretary, make public or communicate to the press or electronic media, or to any person, or make private copies of, official documents or information of which he may have become possessed in his official capacity.

(3) An officer shall not, without the approval of his Head of Department, have access to confidential records relating personally to himself, nor to make copies of either minutes or correspondence of this nature whether or not such records pass through his hand in the course of his official duties, except in cases where a document is sent to him expressly for comment or noting.

(4) When an officer is personally concerned in any matter, the decision or views of Government relating to his case shall be conveyed to him by letter and no officer through whose hands the official correspondence passes shall communicate any of the contents of such correspondence to any person or persons without written instructions to this effect from the State Secretary.
