SEVENTH SCHEDULE
ACTING AND COVERING DUTIES
(G.O. 50)

1. ACTING
The procedure and principles on acting are as follows:
(a)An officer who is acting for twenty-eight continuous days (including weekly holidays, public holidays, vacation leave on emergency grounds and sick leave accumulated to not more than six working days) is eligible for payment of acting allowance:

Provided that, when statutory functions are attached to a post, an acting appointment may be made for such shorter period as is necessary.
(b)An officer who has been acting in a post for the period stipulated in subparagraph (a) and subsequently relinquishes his acting post for twenty-eight days or more continuously (including public holidays) is not eligible for payment of acting allowance for such period. However, the officer is still eligible for acting allowance under the following circumstances and for a period not exceeding ninety-two continuous days (including public holidays) if:
(i)he attends a course directed by Government;
(ii)relinquishes the acting post in order to perform other official duty on the direction of Government; or
(iii)he is on sick leave supported by a medical certificate.
(c)Acting allowance shall be recalculated on each due date of annual salary movement or at such time when the salary of the officer concerned is revised.
2.COVERING DUTIES
(1)The procedure and principles on covering duties are as follows:
(a)An officer who is covering duties for twenty-eight continuous days (including weekly holidays, public holidays, vacation leave on emergency grounds and sick leave accumulated to not more than six working days) is eligible for payment of charge allowance.
(b)An officer who is covering duties in a post and proceeds on leave or relinquishes such post for fourteen days or more continuously (including public holidays) is not eligible for payment of charge allowance for such period.
(c)An officer who has been approved to do covering duties in a post and subsequently appointed to do covering duties of the same post may be paid charge allowance if he has completed a period of not less than four-teen continuous days (including public holidays) for covering duties of such post.
(d)For covering duties in a post of lower status than the substantive post, charge allowance can only be paid if both the posts do not stand to one another in relation between higher and lower status. For the purpose of this paragraph, "relation between higher and lower status" means when it is found that the two posts in one span of control differs in status and the post of the lower status is responsible to the higher post. The officer in the higher status cannot cover duties of the post under his control.
(e)An officer is not allowed to perform duties in more than one post at any one time.
(f)For the performance of duties in a post created by way of Personal to Holder the payment of charge allowance shall be based on the substantive grade of the Personal to Holder post or the substantive grade of the holder, whichever is the lower.
(2)Charge allowance is twenty-five percent of the starting salary of the post in which the officer is covering duties. In respect of post which prescribes different starting salary other than PITI, the starting salary for the purpose of calculating the charge allowance is the lowest starting salary in the relevant scheme of service.
3.AUTHORITY TO APPROVE ACTING AND COVERING DUTIES
The authority to consider and approve acting and covering duties are as follows:
(a)
All posts in the Top Management Group and the Management and Profesional Group under State law.

All posts in the Management and Professional Group in Category I to IV:

(i) for a period of more than six months


(ii) for a period of less than six months

4. ACTING AND CHARGE ALLOWANCES
APPENDIX A
METHOD OF CALCULATING ACTING ALLOWANCE

(i) Acting allowance is the difference between the starting salary (PITI) in the matrix schedule of the grade in the acting post and the substantive salary of the officer. If the sum difference is the same or more than one horizontal salary movement of his substantive grade, the officer will be paid the difference as acting allowance.

Example:

An Engineer Grade J3 acting in Grade J2.

APPENDIX B
METHOD OF CALCULATING CHARGE ALLOWANCE

Charge allowance is twenty-five percent of starting salary PITI in the grade of the post in which the officer is covering duties.

Example 1:
An Engineer Grade J3 (acting for Engineer Grade J2) covers the duty of Engineer Grade J2.
The starting salary is RM3039, PITI.
Calculation of charge allowance=RM3039 x 25

Example 2:
An Accountant Grade W3 covers the duty of Accountant Grade W3. The lowest starting salary for the post of Accountant is RM1542, PIT8.
Calculation of charge allowance=RM1542 x 25
