Salary on first appointment
23.-(1) Subject to paragraphs (2) and (3) and General Order 24, a candidate on first appointment shall draw the initial salary assigned to the post on the salary scale to which he is appointed (i.e. Step 1 on Level 1) as stipulated in the Third Schedule.

(2) If, for any reason, it is necessary to fill a vacant post at a salary higher than the initial salary of the post, a recommendation to this effect shall be made by the State Secretary:

Provided that no candidate may be recommended to receive a higher salary than the maximum salary of such post in the salary scale.

(3) If an officer who is confirmed in the service, is appointed to a new post in another service, his commencing salary shall be as follows:

(a) if the substantive salary of his former post is lower than the minimum salary of his new post, he shall receive the minimum salary specified at Level 1 on the salary scale applicable to the post;

(b) if the substantive salary of his former post is the same as or higher than the minimum salary of his new post, he shall receive the salary specified at Level 1 on the salary scale at the next higher point above the salary he last received prior to his appointment;

(c) if the substantive salary of his former post is the same as or higher than the maximum salary specified at Level 1 on the salary scale, he shall receive the salary specified at Level 2 on the salary scale at the next higher point above the salary he last received prior to his appointment; or

(d) if the substantive salary of his former post is the same as or higher than the maximum salary specified at Level 2 on the salary scale, he shall receive the salary specified at Level 3 on the salary scale at the next higher point above the salary he last received prior to his appointment.
