Functions of the Commission and the State Secretary
4.-(1) With the exception of posts specially designated by the Yang di-Pertua Negeri under Article 36(4) of the Constitution, it shall be the duty of the Commission pursuant to Article 36(1) of the Constitution to appoint, confirm, emplace on the permanent or pensionable establishment, promote, transfer and exercise disciplinary control over officers in the public service:

Provided that pursuant to Article 36(6) of the Constitution, the Commission may, by Direction, delegate the exercise of any of its powers to the State Secretary* or any other public officer.

(2) Where functions of the Commission have been delegated to the State Secretary or any public officer, the exercise thereof shall comply with the terms specified in the Direction of the Commission and the provisions of the Public Service Commission Rules, 1996.

(3) All appointments for entry into the various schemes of service in the public service shall be on the basis of qualifications and/or experience specified for that particular service in the relevant schemes of service as set out in the Fourth Schedule.
