Salary of entry in special cases
24.-(1) Notwithstanding anything in General Order 23, a candidate or officer upon appointment may, on the recommendation of the State Secretary and with the approval of the Commission, be offered a higher salary on the salary scale to which he is appointed after taking into consideration-

(a) the special qualifications of the candidate or officer; or

(b) the special circumstances relating to the appointment of such candidate or officer.

(2) The salary of a retired officer who is re-appointed shall be determined as follows-

(a) if the retired officer is re-appointed-

(i) to the same or similar type of post, he shall receive the same salary which he received immediately prior to his retirement. If the salary scale of a similar post is different from that of the post he last held and there is no salary point in the new salary scale which corresponds with the salary he last received, he shall receive the salary of the new salary scale at the next higher point above the salary he last received prior to his retirement;

(ii) to a different post or different type of post-

(A) he shall receive the minimum salary of the post if his salary prior to his retirement is lower than such minimum;

(B) if the salary prior to his retirement is higher than the minimum but lower than the maximum of the new salary scale, he shall receive the salary of the new salary scale at the next higher point above the salary which he received prior to his retirement. If the salary scale of the post is different from that of the post he last held and there is no salary point in the new salary scale which corresponds with the salary he last received, he shall receive the salary of the new salary scale at a point that is appropriate as may be approved by the State Secretary above the salary he last received prior to his retirement; or

(C) under either subsubparagraph (A) or (B) above, he shall receive the maximum salary of the post to which he is re-appointed if the salary he received prior to his retirement is the same as or higher than the maximum salary of such post.

(3) A retired officer who is re-appointed to a post which carries an incremental salary scale shall, if he has not reached the maximum of such salary scale, be eligible for an annual salary movement in the same manner as that provided for temporary officers under General Order 42.
