Unrecorded leave
149.-(1) Subject to the exigencies of service, the State Secretary may grant unrecorded leave to an officer under any of the following circumstances:

(a) when the officer is required to attend annual training or annual camping of voluntary forces as set out in Table I of the Thirteenth Schedule, the unrecorded leave granted shall not exceed thirty days in one calendar year. Another two days, in each occasion, may be granted for travelling to the place of training or camping and vice versa. Where the officer has exhausted all the unrecorded leave granted under this General Order, he may use any vacation leave for which he is entitled. If the officer has no vacation leave to his credit, he may be granted leave without pay;

(b) when the officer, who is a member of any of the organisation or association as set out in Table II of the Thirteenth Schedule or any other organisation or association approved by the State Secretary, is required to attend annual or extraordinary general meeting, training course, annual camping, seminar or workshop of such organisation or association or to participate in their sporting activities at State or national level held within Malaysia, the unrecorded leave granted shall not exceed fourteen days in one calendar year with another two days for travelling to the place of training or camping or meeting and vice versa. Any unrecorded leave granted in excess of this limit shall be deducted against the officer’s vacation leave. If the officer has no vacation leave to his credit, he may be granted leave without pay. The same leave facilities may also be granted when an officer is required to attend courses in the Outward Bound School, youth leadership training conducted by the relevant Ministry and Trade Union courses approved by the Government;

(c) when the officer is required to attend a training course, workshop, seminar or trade union conference held overseas approved by the Ministry responsible for human resources development, the unrecorded leave granted shall not exceed fourteen days in one calendar year. Where the officer has exhausted all the unrecorded leave granted under this paragraph, he may use any vacation leave for which he is entitled. If the officer has no vacation leave to his credit, but wishes to extend his stay overseas at the end of his course, workshop, seminar or conference, he may be granted unrecorded leave for a period of not more than four days;

(d) (i) when the officer, who is a member of a co-operative society and has been appointed to hold office in such society, is selected by such society to attend a co-operative course in a Co-operative College, the unrecorded leave granted shall not exceed sixty days at any one time;
    (ii) when the officer, who is a member of a co-operative society, is selected to attend any training course, seminar or co-operative meeting within or outside Malaysia approved by the Director-General of Co-operative Development, the unrecorded leave granted shall not exceed thirty days in one calendar year;

(e) when the officer sits for any examination which the Head of Department considers would improve the career prospects of such officer, the unrecorded leave granted shall be limited to the days necessary for sitting such examination only;

(f) when the officer, who is a member of a professional association, is required to attend the Annual General Meeting and Extraordinary General Meeting of such association, the unrecorded leave granted shall be limited to the days necessary for such meeting only;

(g) when the officer is selected to participate in any games or sports competition at State, national, regional or international level, the unrecorded leave granted shall not normally exceed twenty-one days in one calendar year but may, in exceptional cases, be extended for such further period as the State Secretary may consider appropriate. The same leave facilities may also be granted when an officer-
    (i) who is selected to participate in such competition is required to undergo intensive training and to travel for such competition;

    (ii) who is a member of any State, national or international competition Council or Committee is required to attend the meeting of such Council or Committee held prior or subsequent to such competition;

    (iii) is selected to be a sports official or coach for such competition subject to not more than three times in one calendar year.

(2) The State Secretary may, in his discretion, approve unrecorded leave for any other activities not falling under paragraph (1).
