Leave a privilege | 105. Leave is a privilege and not a right and is granted subject to the exigencies of the service. It may, therefore, be necessary for the Government to instruct an officer to proceed on vacation leave before, or to require him to remain on duty after, he is due to go on leave or to grant him a shorter period of vacation leave than that he has earned. |
