Personal Advance
83. An officer who is required to perform official duty away from his station, either within or outside the State, is eligible to apply for a Personal Advance subject to the following conditions:
    (a) the amount of the Personal Advance shall not exceed the total amount which the officer is eligible to claim for hotel room charges and subsistence allowance on his return from such official duty;

    (b) the application for Personal Advance shall be forwarded to the Head of Department before an officer goes on official duty, with a copy to the State Accountant-General;

    (c) the granting of Personal Advance shall not be regarded as an approval to make a visit overseas;

    (d) an officer’s travelling claims shall be liable to deductions in respect of such Personal Advance of such amount as may be determined by the Head of Department. The officer’s travelling claims shall be forwarded to the Head of Department not later than the 10th of the following month. If the sum of the travelling claims is less than the sum of the Personal Advance granted, the Head of Department shall recover the balance of the Personal Advance outstanding from the officer himself when the officer concerned submits his travelling claims. If an officer fails to repay the Personal Advance within the prescribed time, the Head of Department shall make a deduction from the salary of the officer concerned in the following month;

    (e) an officer is not eligible to be granted any further Personal Advance if the advance previously granted has not been settled in full.
