PART THREE

ALLOWANCES FOR COURSES

73.-(1) Subject to the provisions of this Part, an officer may be permitted to undergo recognised and approved courses for a diploma, basic degree, post-graduate or advanced studies, with full-pay, half-pay or without pay.

(2) Where an officer is selected or required by the Government to undergo any recognised and approved courses, on a full-time basis, either in Malaysia or overseas, he shall be granted study leave with full-pay and be entitled to the following payments-

(a) subsistence allowance at the rates as may be prescribed by the State Secretary from time to time;

(b) admission and registration fees;

(c) tuition fees, including laboratory and lecture fees;

(d) examination fees, including the typing and binding of thesis, charged during the course;

(e) payment of outfit allowance at the prescribed rates and conditions;

(f) payment of conveyance by air of excess luggage not exceeding seven kilogrammes or by steamer not exceeding a consignment of twelve cubic feet (0.3398 cubic metre);

(g) reasonable medical insurance or medical fees, save where there is a State Health Service; and

(h) payment for the purchase of such books and stationeries required for the course as approved by the State Secretary.

(3) Where an officer wishes to undergo any course for a diploma, basic degree, post graduate or other advanced studies, and the State Secretary is of the opinion that the course he intends to undertake is relevant to the performance of his official duties or to the permanent post that he is holding, the officer may be permitted to undergo such course on half-pay, and may be further granted assistance in the form of payments by the Government towards-

(a) payment of admission and registration fees;

(b) tuition fees, including laboratories and lecture fees;

(c) examination fees, including the typing and binding of thesis, charged during the course; and

(d) costs of purchase of books and stationeries required for the course as approved by the State Secretary.

(4) Where an officer is desirous to undertake either part-time or by correspondence any course not approved by the State Secretary, he may be granted leave to do so on a no-pay basis.
