Duty allowances
62.-(1) An officer travelling on official duty in Semenanjung Malaysia, Sabah, Brunei Darussalam, Kalimantan (Indonesia), Singapore, Southern Thailand (Phuket southwards) or anywhere within the State but outside his Headquarters for a period of twenty-four hours or more calculated from the time of his departure is eligible to claim the following allowances and payment, if food and accommodation is not provided for by the Government or Sponsor:

(a) subsistence allowance at the rates and in accordance with the terms and conditions as set out in Table I of the Eighth Schedule or, in lieu thereof, day allowance at half the rate of the subsistence allowance;

(b) (i) hotel room charges supported with receipts; or

(ii) in lieu of hotel room charges, lodging allowance without the support of receipts,

at the rates and in accordance with the terms and conditions set out in Table II of the Eighth Schedule; and

(iii) in addition to hotel room charges, an officer may also claim recovery of service tax and Government taxes or duties imposed on the hotel room charges;

(c) commuted allowance as set out in Table III of the Eighth Schedule

(d) out of pocket expenses-

(i) telephone, telegram, telefax and postage charges in respect of approved communications only;

(ii) laundry charges supported with receipts, if the officer is away on duty for not less than three nights;

(iii) airport tax supported with receipt;

(iv) excess baggage charges for Government property carried by or accompanying him, supported with receipts;

(v) parking, toll and ferry fees, supported with receipts;

(vi) foreign exchange compensation for foreign exchange rates for currencies of Singapore, Thailand, Brunei Darussalam and Indonesia at the rate of-

(A) 3% of the total subsistence allowance and lodging allowance claimed; or

(B) the actual rate of exchange in respect of hotel room charges, supported with receipts.

(2) An officer who is required to perform official duty outside the countries referred to in paragraph (1), for a period of not more than three months at any one time, is eligible to claim for the following allowances and payment:

(a) subsistence allowance at the rates and in accordance with the terms and conditions as set out in Table IV of the Eighth Schedule or, in lieu thereof, day allowance at half the rate of the subsistence allowance;

(b) (i) hotel room charges supported with receipts; or

(ii) in lieu of hotel room charges, lodging allowance without the support of receipts;

at the rates and in accordance with the terms and conditions as set out in Table IV of the Eighth Schedule; and

(iii) in addition to hotel room charges, an officer may also claim recovery of service tax and Government taxes or duties imposed on the hotel room charges;

(c) commuted allowance as set out in Table V of the Eighth Schedule;

(d) expenses in connection with-

(i) local transportation fee for official duty if transport is not provided by the Government or Sponsor;

(ii) telephone, telegram, telefax and postage charges in respect of approved communications only;

(iii) laundry charges, supported with receipts;

(iv) 15% of the total subsistence allowance claimed as set out in Table IV of the Eighth Schedule for the purpose of tips, gratuities or porterage;

(v) airport tax, supported with receipt;

(vi) excess baggage charges for Government property carried by or accompanying him, supported with receipt;

(vii) foreign exchange compensation for foreign exchange rates for currency of the country where he is attending the course or conference at the rate of-

(A) 3% of the total subsistence allowance and lodging allowance claimed; or

(B) the actual rate of exchange in respect of hotel room charges, supported with receipts;

(e) warm clothing allowance of RM600.00 when the officer is required to do duty in any foreign country within the temperate zone. Application for payment of this allowance shall be made to the State Secretary before the officer’s departure or one month after his return:

Provided that no such allowance shall be paid more than once in three years;

(f) payment of reasonable expenses for normal medical treatment only and, if the officer is hospitalised, the payment of hospital charges and medical insurance premium, if any:

Provided that no subsistence allowance and other charges under this paragraph and paragraph (1) shall be claimable during the period of hospitalisation;

(g) allowance and payment during stopover for one night only at a place where an officer travels by air for more than twelve continuous hours to reach his destination, that is, once during departure and the other during the return journey, provided the route is certified to be the shortest one. For the purpose of such stopover, the officer is eligible to claim for subsistence allowance or day allowance and hotel room charges or lodging allowance at the rates set out in Table IV of the Eighth Schedule.

(3) An officer who is on official duty outside his station for a period exceeding eight hours but less than twenty-four hours inclusive of the time taken for the journey is eligible to claim for day allowance at half the rate of the subsistence allowance as set out in Table I of the Eighth Schedule.

(4) For the purpose of this General Order, time of departure shall mean-

(a) if the journey is by plane, the time of departure of his flight; and

(b) in any other case, the time of his departure from his office or his residence, as the case may be.
